FEMA supposedly, but they don’t. Usually local charity gets taken care of it more quickly.

If it is a hurricane, usually some kind of a local Hurricane Emergency Action Plan goes into effect. This will include multi emergency agencies from the local, county, state and federal levels. They will all be part of the first responding team with preassigned tasks and responsibilities.
If it was a sudden unexpected flooding event, like a dam failure. Usually the local emergency officials will respond first. They will quickly determine who they will need to contact next and what level of response they will need from other agencies.
