Public option creastes a non-for-profit entity that competes with insurance companies that are for-profit.
In case no one here knows, a utility company like, Electricity, has a natural monopoly and the governement fixes prices for the company.

One type of pubic option creates a non profit another can create a government controlled system. Either one if created with government funds has an economic advantage over the traditional non-profit and for profit companies.
Utility Companies in Michigan have been partially deregulated and I now can select several providers.
In responce to your question neither. I would prefer all insurance companies, medicare and medicaid to be put out of business. Companies that currently provide insurance for their employees would put the money that they have paid in the past for traditional insurance into catastrophic (emergency care) plans which cost far less than current health care plans the remainder of the funds go into tax free medical accounts and the funds pay Dr’s directly.
The same would be done with medicare funds.
Individuals who are self employed or who have employers that do not provide health care are allowed to buy catastrophic health care insurance with pretax dollars and would be allowed to put up money in tax free a medical savings accounts that can grow over the years so they can reduce their catastrophic out of pocket cost (deductible).
As the majority of payment to Dr’s would now be direct with no middle man cost would be drastically reduced. Cost of services and outcomes of procedures would be listed by Dr’s, hospitals, and clinics so you could chose the providers with the best results for the lowest price.
No government Bureaucrats no insurance companies denying coverage just you and your Dr.
